E911 Services

Accuracy Testing and Compliance

Unparalleled Experience

ComVerity’s location accuracy testing services take full advantage of our expertise and long history assisting companies with E911 performance and compliance. ComVerity’s team has been involved in performing accuracy testing for almost all wireless carriers in North America.

Dr. Dessouky and his expert associates have performed the landmark CSRIC III comparative indoor test bed in the Bay Area and served as the test administrator and independent location technology expert.

Our outdoor testing methodologies are fully compliant with the FCC’s requirements. Our testing of indoor wireless technologies for E911 follows the methodology that we have defined and gained consensus for in both ESIF and CSRIC.

Our testing methods are customized to meet the needs of each client; they include manual field testing, directed field driving, and fully automated testing and reporting using a variety of test devices and sophisticated data correlation techniques.

Our test methodologies and solutions reduce testing costs while enhancing confidence in the collected results. A sample of our outstanding testing contributions is found in Indoor Test Report to CSRIC III-WG3 (Bay Area Stage-1 Test Bed) (Appendix to CSRIC III, WG3, Indoor Location Test Bed Report to the FCC)

Test Methodology Development

  • For over a dozen years Dr. Dessouky has been a key architect of E911 test methodologies for both outdoors and indoors.
  • Our methodologies have gained wide acceptance through long participation in the ATIS/ESIF standardization and consensus building process.
  • We have unique experience in test area specification and morphology mapping (dense urban, urban, suburban, rural, etc.).
  • Our test methods have been applied by almost all wireless carriers in North America.
  • Our Principal has also been a lead contributor to CSRIC III and CSRIC IV, advising the FCC.

Dr. Dessouky is a key developer of the representative indoor testing methodology, using regional test beds, that the FCC has recently accepted in its Fourth Report and Order as the framework to establish indoor and outdoor E911 location accuracy.

Our Principal and his expert associates can help you develop and optimize your test methods, either for evaluating new location technologies or for E911 accuracy compliance.

Test Bed Implementation, Management and Technical Direction

Our ComVerity Team led by Dr. Dessouky have served since 2015 as the ATIS technical program manager of the 9-1-1 Location Technologies Test Bed. They have overseen the technical planning, execution, data analysis, and reporting for over a dozen, both wide scale and specialized, test campaigns involving a wide range of location technologies providing X/Y and Z location solutions for E9-1-1.

Our Team has unparalleled experience in all activities related to the setup and execution of wireless location test beds, including:

  • Setting up required contractual and data sharing agreements with participants
  • Defining test area boundaries and morphology mappings
  • Creating detailed, technology dependent test procedures
  • Managing interactions with building owners/managers for indoor testing
  • Efficiently managing field test activities
  • Providing day-to-day technical direction to field test teams
  • Collecting, analyzing and compartmentalizing the test data
  • Preparing informative, detailed test reports

Dr. Dessouky and his team can implement and manage for you a wireless test bed that is: Objective, Unbiased, Reliable and Repeatable.

Wireless Infrastructure Database Development and Maintenance

One of the critical tasks in deploying a modern Assisted GPS (A-GPS) or AGNSS location system, possibly augmented with Wi-Fi, LE Bluetooth, or metro beacons is the development of a reliable and accurate infrastructure database (e.g., Base Station Almanac (BSA) in the CDMA world).

  • The public now has a broad expectation of reliable location, including for indoor wireless E911 calls.
  • It is imperative that the database be properly provisioned and continually maintained to realize the full potential of the location system and having good indoor accuracy and good yield performance.
  • This is more critical today with LTE and its promising yet delicate OTDOA.

  • We verify that the infrastructure data provided by the operator is sufficient, consistent and coherent for location system use.
  • Our expert team works closely with customers and local market personnel to ensure the integrity of the database.
  • Our services ensure that your location network is performing at its full potential.

Regulatory Support

  • We have performed extensive independent testing for multiple location technology vendors and the major wireless carriers in the US.
  • We have established ourselves as trusted, credible, neutral and independent experts on location technologies, their testing, and performance assessment.
  • We are also very familiar with the regulatory process and have prepared independent filings to the FCC on behalf of our clients.

Our specialists can prepare for you or provide to the regulatory bodies on your behalf

  • Indoor location (CSRIC III-type) accuracy and performance test reports
  • Outdoor (OET-71-type) accuracy compliance reports
  • Interference analysis and mitigation plans
